If The model matches your metered use within tolerance: Continue

If not Stop and fix the baseline before anything is built on it

Can a measure be modelled directly?

If The measure is one the engine handles: Model the savings

If not Use a named, stated method and say so in the report

Avoided penalties

If The compliance tool returns a real figure: Credit it in the cashflow

If not Leave it blank. Never assume zero
