For portfolios where you hold little more than addresses: every building is enriched from public sources and scored, the top candidates get a look from the street and screening-grade economics, and the result is a shortlist sized to how many document requests you can actually make, with the specific documents to ask for on each.

The expert decides once, at the start: which jurisdictions matter, which measures are off the table, and how many buildings you can request documents on. The rest is ranking.
